Administration and Finance Director

About the job

1. Finance and Accounting

  • Manage a team of 4-5 accountants dealing with preparing and maintaining accurate accounting records (accrual basis), reporting internally and externally, policies and procedures enforcement
  • Provide good planning and counsel, participate in the financial strategy and prepare budgets and forecast
  • Ensure full compliance, transparency and supervise annual financial audits
  • Perform financial controlling and ensure the appropriation of banking and accounting controls by team
  • Participate to the establishment of program agreements with external stakeholders

2. General Administration

  • Closely supervise a team of 4-5 administration officers to ensure pro-active treasury functions: cash management, advance, clearances, reconciliation and fund transfer, disbursement schedules, controls and cash counts
  • Ensure office management, maintenance, hygiene and safety and organization and management of equipment and assets, including vehicles (4 trucks, 4 cars, 35 motorcycles)
  • Ensure the compliance with Cambodian regulations (labor, tax, registrations, licensing) and deal with ministries and other public bodies when necessary
  • Ensure the accurate payroll and proceed to payment according the staffs situation

3. Procurement Department

  • Manage and develop and team of 2 employees in charge of Sourcing of equipment and material, including overseas transaction, procurement forecasting and budgeting and quality control
  • Support the relations between Procurement and other internal departments
  • Ensure that procurement policies and procedures are respected

4. Logistics

  • Manage and develop and team of 1 employee and 1 intern in charge of purchase and storage and stock controlling
  • Ensure that the purchase and deliveries flows are respected, together with the finance department

5. Others

  • Can be required to occasionally represent the organization with external parties
  • Ensure smooth, professional, and proficient collaboration of all TEUK SAAT 1001 departments with each other
  • Identify key opportunities, risk and control across the organization and take necessary action to develop opportunities and mitigate risks
  • Team leading, recruitments, appraisal, performance management
  • Member of the Executive Committee of TEUK SAAT 1001, pro-active participation to the overall strategy and governance
  • Provide activity reports when requested
  • Supervision of all legal, intellectual property and litigations matters

Requirements

  • Minimum of 7 years of experience in high-responsibility managerial positions as CFO, Finance Management, Administration management, Procurement or general management
  • Experienced with accounting practice, corporate financial law and risk management practices
  • Proficient in data analysis and forecasting method with analytical mind
  • Excellent in the use of MS Office (especially MS Excel) and financial and/or accounting management software (QuickBooks)
  • Experience in the private sector is required, knowledge of social business or NGO would be a plus
  • Good communication skills, leadership, ability to work under pressure
  • Native Khmer speaker and fluent in English. French basics is a plus
  • Strong traits of accountability, integrity and loyalty
